Josephine Cooper, Group Vice President for Public Policy and Government/Industry Affairs, Toyota

Cooper is group vice president for public policy and government and industry affairs for Toyota Motor North America. She has primary responsibility for the direction of Toyota's public policy including federal and state government affairs, legislative, regulatory and compliance issues.

Prior to joining Toyota in 2004, Cooper served for five years as president and chief executive officer of the Alliance of Automobile Manufacturers, a coalition of car and light truck manufacturers. From 1992 to 1999, Cooper was vice president for regulatory affairs at the American Forest & Paper Association. Previously, as senior vice president at the Synthetic Organic Chemical Manufacturers Association, Cooper was chief operating officer managing policy development for 25 affiliated chemical trade associations.

Cooper's broad policy expertise includes positions on Capitol Hill and in a federal agency. At the Environmental Protection Agency, she served as assistant administrator for external affairs, with responsibility for legislative, intergovernmental and public affairs. She also worked for Senate Majority Leader Howard Baker on the Environment and Public Works Committee focusing on environmental and energy matters and for then-Congressman Richard Cheney on a host of public policy issues.
