Pershing's focus at World Resources Institute is on U.S. and international climate change policy. He is active in work on emissions trading, energy technology, and the evolving architecture of international climate agreements and policy design. He serves on the California Market Advisory Committee, and was the facilitator for the Northeast states' emissions trading program under the Regional Greenhouse Gas Initiative and for the Illinois state climate advisory group. Pershing is a regular participant in the international United Nations climate negotiations and a lead author for the Intergovernmental Panel on Climate Change. Prior to joining WRI, Pershing was head of the energy and environment division at the International Energy Agency. From 1990 to 1998, he served as deputy director and science advisor for the U.S. State Department's Office of Global Change.
